National Data Management Office


The Saudi Authority for Data and Artificial Intelligence issued Cabinet Resolution number (292) dated 27/04/1441H, which directs the National Data Management Office to develop and implement policies, governance mechanisms, standards, and controls for data and artificial intelligence and monitor compliance after publication. This led to the development of the National Data Management and Personal Data Protection Standards. According to the Data Management and Personal Data Protection Framework, the 7 standards are specified for 15 domains and are intended to be adopted by all public entities in the kingdom.


The covered domains for Data Management and Personal Data Protection are 15 elements covered in the National Data Management and Personal Data Protection Standards document. An assortment of internal pertinent policies and regulations, international references, and guiding principles were defined to support the development of Data Management and Personal Data Protection standards. The standards must be put into practice by government entities, and annual assessments of compliance will be used to track development and direct efforts toward a successful implementation.


The National Data Management and Personal Data Protection Standards apply to business partners who handle government data in addition to Public Entities. The Data Management and Personal Data Protection standards must be understood and applied by these business partners to all government data assets in their care. Whatever the format or nature of the data, including paper records, emails, data stored electronically, voice recordings, videos, maps, photos, scripts, handwritten documents, or any other recorded data, the Standards apply to all government data.

The mission of the non-profit organization DAMA is to advance the ideas and methods of data management. Since its founding in 1980, DAMA has grown to include 70 chapters in 33 nations, each of which aims to advance data management as a crucial resource for both public and private organizations. DAMA offers certifications, conferences, and training in addition to publishing the International Guide to Data Management Body of Knowledge (DAMA DMBOK) to carry out its mission. DAMA has been chosen as a primary reference for the Kingdom's National Data Management Standards as a result. Additionally, countries all over the world are utilizing data's value as the "new oil" and maximizing its innovative and economic potential.


The Kingdom of Saudi Arabia produces, gathers, and stores enormous amounts of data that have the potential to significantly improve its economy and the welfare of its citizens. The Kingdom has created the Data Management and Personal Data Protection Standards to regulate and control the use of data and create a successful data-driven organization across all branches of government to enable the realization of its data value.


Based on the National Data Management and Personal Data Protection Framework and the necessary controls and specifications for implementing and regulating efficient data management practices across government entities, the National Data Management Office (NDMO), the national regulator of data in the Kingdom, developed the Data Management and Personal Data Protection Standards. Through these standards, NDMO also seeks to oversee cross-entity efforts and initiatives related to data management.
